unable to complete omsadell install on ubuntu server

I am having problems getting dellomsa up and running. Following the install instructions I get as far as starting dsm_om_connsve. It fails to start but without any meaningful error messages. I can't get any web access on port 1311 - nothing is listening.

The errors for the locale on the omsadell install I have ignored as I don't believe this will have a bearing on the problem. However I can try and fix this if you think it is relevant.
