This functions monitors the ''/'' filesystem:
 * It warns if the filesystem is greater or equal 95% full
 * If the filesystem is greater or equal 99% is calls [wiki:SaliUsage/Functions/shellout shellout]

It is background process that monitors each second. It is only used in ''/etc/init.d/rcS''
